delete/ignore does not delete folder from repo when local copy is kept

What steps will reproduce the problem?
- create a repo with nested folders containing non-empty files
- commit everything into the repo
- right click on a nested folder, select delete and add to ignore list
3a. use the .gitignore file in the containing directory
3b. keep local copy
What is the expected output? What do you see instead?
expect folder/files to be deleted from repo, is not
cloning the repo results in the deleted/ignored folder and files within

ignoring the file folder before the initial commit works properly, as does deleting the local copy when doing a delete/ignore but the delete and ignore does not work when keeping the local
