Committing 25 or more files causes hidden progress dialog

This issue is almost identical to issue #1536 (closed) (the problem doesn't appear to have been fixed for me), except that I have a few extra details.
- Open top-level Git log
- Right click on "Working dir changes" then "Commit..."
- Prepare a commit and press "OK"
- Notice a progress dialog briefly appearing saying "Preparing commit..." and "Updating index"
You would then expect to see the "Git Command Progress" dialog with information about the commit in progress. Instead, the dialog appears briefly before hiding behind the commit dialog, and you have to alt-tab in order to bring it to the top.
Instead, the dialog should appear on top of the commit dialog.
Note that this problem ONLY occurs if step 4 happens. I have repositories for which this does not happen, and they do not suffer from this problem. Perhaps the dialog only appears if the working tree is fairly large, and indexing takes a while?
