Installer fails under Windows 8.1 after upgrading from Windows 8

What steps will reproduce the problem?
- Attempt to repair an install under windows 8.1

Expect a successful repair.
What version of TortoiseGit and msysgit are you using? On
what operating system?
1.8.5 on win 8.1 enterprise

I upgraded from windows 8.0 to 8.1. Tortoise Git didn't appear to stay installed, so I ran the installer again. Installer thinks that it's installed. I hit repair and got the following error (from the eventlog):
Product: TortoiseGit 1.8.5.0 (64 bit) -- Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor. Action KillCache, entry: TerminateCache, library: C:\WINDOWS\Installer\MSIDF5A.tmp
I can't uninstall or repair because of this error.
