Comments are not stripped form commit template

What steps will reproduce the problem?
- Define a commit template using "git config commit.template message.txt"
- Make message.txt contain commented-out lines that start with "#"
- Do a commit, add a commit message in addition to the template lines (i.e. do not remove any comment from the template).
What is the expected output? What do you see instead?
I would expect that comments are stripped from the commit message / template when committing, just like when committing from the command line. Instead, I see lines starting with "#" committed literally as part of the commit message.
What version of TortoiseGit and msysgit are you using? On
what operating system?
TortoiseGit 1.8.6.0, Git for Windows 1.8.4, Windows 8 x64.
Please provide any additional information below.
Also, the cursor is placed below the commit message template in the "Message:" form field. IMHO it should be placed at the very beginning so that one can read / edit / fill out the commit message template from top to bottom more easily.
