include.path does not understand tilde (~)

What steps will reproduce the problem?
- Add an include.path to .gitconfig to which has a tilde. Example:
[include]
path = ~/.gitconfig.local
- View the tortoisegit log for any git repository.
- Tortoise git shows several error messages as follows:
Could not get config.
libgit reoprts:
bad config file line 84 in C:/\Users\jkeyes/.gitconfig
tortoisegit should follow the config path in include.path and read those settings as implemented in https://github.com/TortoiseGit/TortoiseGit/pull/60
What version of TortoiseGit and msysgit are you using? On
what operating system?
tortoisegit 1.8.7, msysgit 1.9.0, Windows 7.
