Warn when committing to detached HEAD

What steps will reproduce the problem?
- Checkout an earlier commit, to create a detached HEAD
- Edit a file
- Commit
What is the expected output? What do you see instead?
The commit should not be simply executed. Instead, a dialog should appear that warns, asks whether a new branch should be created and allows to enter a branch name.
Additionally, there should be a TortoiseGit option to totally disable committing to a detached HEAD.
What version of the product are you using? On what operating system?
TortoiseGit-1.6.2.0-32bit.msi on WinXP
This feature was extracted from issue #560 (closed) '"Submodule Add" should not detach HEAD'.
