Problem of setting proxy for work using HTTPS

What steps will reproduce the problem?
I'm trying to clone repository using HTTPS protocol using local proxy server:
- <Right click> - <TortoiseGit> - <Settings> - <Network> - <Enable Proxy Server> - <Set proxy address, port> - <OK>
- Trying to clone github repository using HTTPS protocol.
What is the expected output? What do you see instead?
I expected to clone repository without any errors. Instead following error appears after entering the password:
error: Failed connect to github.com:443; No error while accessing https://<repo_is_here>
fatal: HTTP request failed
Cloning into <local_folder_is_here>...
What version of the product are you using? On what operating system?
git v1.7.3.1.msysgit.0, tortoisegit 1.6.3.0, Windows XP SP3
Please provide any additional information below.
Writing proxy explicit into .gitconfig fixes this problem:
[http]
proxy="http://<address>:<port>"
From user point of view, it should be only one place to set proxy settings. It is not obvious that you should duplicate proxy info in .gitconfig file
